The CSWDO is the primary social welfare and development agency of the City Government of Lapu-Lapu responsible for planning, implementing, coordinating and monitoring social welfare and development programs and services for the protection and upliftment of the well-being of every Oponganon.

Legal Basis
Mandate

Under Republic Act 7160 (Local Government Code of 1991) and Executive Order No. 15 series of 1998, the City Social Welfare and Development Office is mandated to:

Formulate measures for the consideration of the Sangguniang Panlungsod and provide technical assistance and support to the City Mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities.

Develop plans and strategies and, upon approval thereof by the City Mayor, implement the same especially those governing the operation and maintenance of social welfare and development services and facilities.

In coordination with the Department of Social Welfare and Development (DSWD), identify the basic needs of the needy, disadvantaged, and marginalized sectors of the community.

Implement programs, projects, and services related to child and youth welfare, family and community welfare, women's welfare, welfare of the elderly and disabled persons, and relief and disaster preparedness.

Maintain, administer, manage and operate social welfare and development programs and facilities.

Coordinate with government agencies, NGOs, and the private sector in the implementation of social welfare and development programs.

Perform such other functions and duties as may be prescribed by law or ordinance.
