AICS (Financial Assistance in Crisis Situations)

Provides financial assistance to individuals and families experiencing crisis situations such as medical, burial, livelihood and other needs.


ECCD (Early Childhood Care and Development)

Provides early childhood education and development services for children ages 0–4 and supports for parents and families.


Emergency Disaster Relief Assistance

Provides immediate relief assistance to families affected by disasters and calamities in the city.


STAC (Therapy and Rehabilitation Services)

Offers Physical Therapy, Occupational Therapy, SPED and Social Rehabilitation services for children and individuals in need.


Kasalan ng Bayan

Assists qualified couples through a free civil wedding ceremony in partnership with the city government.


Pre-Marriage Orientation

Provides seminars and counseling for couples before entering into marriage.


Mental Health Clinic

Offers counseling, assessment and referral services to individuals and families experiencing emotional and mental health concerns.


Livelihood Capital Assistance

Provides start-up capital assistance to qualified individuals and families for their livelihood projects.


PWD Program

Supports persons with disabilities through ID registration, assistive devices, referral services, and inclusion programs.


Senior Citizens (OSCA)

Provides programs and services for senior citizens including ID processing, social pension, and livelihood assistance.


Solo Parent Services

Assists solo parents through ID processing, counseling, parenting seminars, and referral to livelihood programs.


Women & Child Protection (VAWC)

Provides psychosocial support, legal assistance, and safe shelter referrals for victims of violence and abuse.


Skills Development Training

Conducts free vocational and livelihood training programs to empower residents with marketable skills.


4Ps / Pantawid Pamilya

Facilitates the Conditional Cash Transfer program for qualified indigent families in the city.


Documentation & Referrals

Issues certificates of indigency, social case studies, and referral letters for clients seeking assistance elsewhere.


Supplementary Feeding Program

Addresses malnutrition among children by providing nutritious meals in day care centers and community feeding sites.

AICS – Financial Assistance in Crisis Situations

One of the most accessed services of CSWDO, designed to immediately help families in need.

Eligibility Requirements
  • Resident of Lapu-Lapu City (Barangay Certification)
  • Experiencing a crisis situation (medical, burial, etc.)
  • Valid government-issued ID or Barangay ID
  • Certificate of Indigency from the Barangay
  • Medical records or hospital bills (for medical assistance)
  • Death certificate (for burial assistance)

All residents of Lapu-Lapu City who are in need of social welfare assistance are entitled to avail of CSWDO services, subject to specific eligibility requirements per program.
For emergency cases, AICS can be processed and released within the same day upon submission of complete documents. Regular requests are usually processed within 1–3 working days.
No. All CSWDO services are free of charge. CSWDO does not collect any fees from clients. Be wary of fixers or individuals who claim to expedite applications for a fee.
Yes. Applications can be submitted through the OneLapuLapu Super App, available on Google Play and Apple App Store. You may also visit the CSWDO main office or nearest satellite office.
A Certificate of Indigency is issued by your Barangay Hall. CSWDO also issues social case study certifications upon request after assessment.
CSWDO is open Monday to Friday, 8:00 AM – 5:00 PM, except on official holidays. Walk-in clients are served on a first-come, first-served basis.
